Dog and Fairy Problem

What is Tony looking at? Not the tv and not the ceiling fan. We think it's some kind of mischievous sprite teasing him. It's really driving him nuts, making him run from room to room, jumping up in the air, barking & whining, and trying to climb on furniture to catch it. The cats are totally laughing their tails off over this.
